The United Nations Office on Drugs and Crime (UNODC) is the UN Secretariat entity mandated to assist Member States in their “fight” against illicit drugs, crime, terrorism, and corruption. It also acts as the Secretariat for the Commission on Narcotic Drugs (CND) and hosts the CND’s meetings in its Vienna headquarters. The International Narcotics Control Board (INCB) is also hosted by UNODC.

UNODC further carries treaty-mandated roles under the three International Drug Control Conventions (IDCC), which vest certain functions in the UN Secretary-General, who then delegates them to UNODC. The Office also produces research, technical assistance, and normative guidance that influence how States implement Cannabis-related drug control policy worldwide.

The Cannabis Embassy follows UNODC’s work closely, given its central administrative and normative role within the international drug control system.
