Cannabis Embassy
The Cannabis Embassy (officially: Legatio Cannabis — 大麻大使馆 — سفارة القنب) is an international horizontal advocacy project coordinating global civil society advocacy on marijuana/hemp and human rights policy at the international level, through official observer and consultative status at the United Nations and several of its specialised agencies.

Internal Affairs
The Ministry of Internal Affairs (MINTA) is in charge of everything internal to the Cannabis Embassy. The MINTA is part of the Government of the Cannabis Embassy. The MINTA is composed by the following subsidiary bodies:
- CENGGA (Cannabis Embassy’s Non-profit Groups and Grassroots Associations)
- CEPSAC (Cannabis Embassy’s Private Sector Advisory Council)
- Bibliothecas Archivumque ex Legationis Cannabis (Archives)
Bodies not yet formally constituted: Council on Embassy Finances & Administration; Council on Communications; Council on Justice & Human Rights. The following bodies are currently paused: Strategic Planning Commission (active 2023–2024); Constitutional Council (active 2024–2025).
External Affairs
The Ministry of External Affairs (MEXTA) is in charge of everything external to the Cannabis Embassy. The MEXTA is part of the Government of the Cannabis Embassy. The MEXTA is composed by the following subsidiary bodies:
- Permanent Mission to Vienna, New-York, Nairobi, The Hague (CBD-Secretariat, FAO, ILO, OHCHR & Human Rights Treaty Bodies, UNCTAD, UNESCO, UPOV, South Centre, WHO, WIPO)
- Permanent Mission to Geneva, Paris, Rome, Montreal (Commission on Narcotic Drugs, ECOSOC, ICJ, INCB, UN OLA, UNEP, UNGA, UN-Habitat, UNODC, UN Secretary-General). The PM-Geneva is assisted by the Commission on Biopiracy.
Bodies not yet formally constituted: Council on Ecology, Environment, & Climate (including Commission on Agriculture); Council on Science & Education; Council on Economic Affairs (including Commission on Taxation).
History and Purpose
The Cannabis Embassy was proclaimed on March 17, 2024, as a sui generis, independent State without territory. Our mission is to advocate globally for the liberation and responsible use of Cannabis sativa L., fostering solidarity and amplifying voices to create informed, respectful, and sustainable societies. Supported by numerous NGOs, we strive to ensure that humanity can live harmoniously with this versatile plant.

As a unique entity, the Cannabis Embassy stands as a beacon for international advocacy, transcending borders to promote the wellbeing of all life through the responsible use of cannabis. Our vision is a world where cannabis is integrated into ecosystems, histories, and cultures, contributing to global health and harmony.
Global Advocacy
We engage in various global initiatives, collaborating with governments, international organizations, NGOs, and communities to advance cannabis policy reform, education, and sustainable practices.
Our work is driven by the belief that cannabis can play a crucial role in creating a just and equitable world.
