Harm reduction refers to policies and practices aimed at reducing the negative health, social, and legal consequences that can be associated with drug use (as with any consumption indeed), without requiring abstinence as a precondition or objective. Applied to Cannabis, harm reduction favours honest, evidence-based information over stigma, and prioritises the health and rights of people who use Cannabis over punitive approaches.
The Cannabis Embassy supports harm reduction as a guiding principle for Cannabis policy and as a framework for adult use consistent with the international obligation to reduce harms in licit cannabis markets contained in article 2 paragraph 9(a) of the 1961 Single Convention on narcotic drugs.

The Ministry of Internal Affairs (MINTA) is in charge of everything internal to the Cannabis Embassy. The MINTA is part of the Government of the Cannabis Embassy and is composed by the following subsidiary bodies:
- CENGGA (Cannabis Embassy’s Non-profit Groups and Grassroots Associations)
- CEPSAC (Cannabis Embassy’s Private Sector Advisory Council)
- Council on Embassy Finances & Administration
- Constitutional Council
- Library & Archive (Bibliothecas Archivumque ex Legationis Cannabis)
Bodies not yet formally constituted: Council on Communications; Council on Justice & Human Rights. Body suspended: Strategic Planning Commission.
